Your requirement is not exactly clear for me.
You mentioned that the delivery is outside the opening period but no planned order is created. No planned order is created at all or system creates a purchase requisition?
If system is creating a purchase requisition, check the settings defined for the 'creation indicator' defined on the MRP group (transaction OPPR).
