release option is triggered from the line item
so
FIELDSELECTION_ITEM_REFKEYS AND
FIELDSELECTION_ITEM
might be useful.
i actually dont know how to program them for my requirement .. can u share same code to block or open release option ? plus the documentation was not very helpful 
it gave the general idea and no help in code
