CID value in MANIFEST is missing when data is transmitted from SRM after PI restart

When PI system is down, the XML messages are in error in SRM system. For the SRM messages, in the CALL INTEGRATION SERVER section itself there is no payload. After PI restart, all messages from SRM are hitting PI system without payload. Since there is no payload we are not able to restart the XML messages.
