You should understand that the NT2 and another table mentioned in my article should be generated when you updating master-data and run Time Schema. These table keeps the date that Time schema must re-process.
Somewhere in your schema has generate the message and trigger to retro back last month => I guess on EOM you have special logic => employee cannot pass the condition => your time schema trigger flag to re-run PT60.
Meaning that when u complete run for Oct (actual run), when u check these tables again + IT3 => somewhere must store the date 31 Oct.
Please run PT60 with display log mode and find when and how your schema trigger the flag => plz focus on EOM.

I thought end of every month, value in your time type is bigger that maximum in the table => Time Schema trigger a flag to re-run back.
