Hi Brenda, you probably have looked at transaction code 'OVL2', the overview configuration. But note that it's also possible you set up shipping point determination through storage location (SPRO/IMG>Logistics Execution>Shipping > Basic shipping functions>Shipping Point and(...)>Set-Up storage loc.-dependent-sp determination.), check also the others Logistics Execution configurations.
If table is blank or no other configuration in Logistic Execution is interfering SAP behavior, you can also check incompletion log configuration or error messages configuration (OVM1).
