Hi Rafa,
Follow the steps :
1. Remove the environment variable JCE_POLICY_ZIP from your system.
2. start the sapinst with the parameter JCE_POLICY_ZIP
sapinst.exe JCE_POLICY_ZIP=<location of your jce policy zip file>
