Can you check the configuration on MRS: Capacitive Planning & Maintenance Activity Types. If the maintenance activity type that is used in your demand (order) are not mentioned there, then MRS will interpret them as non-capacitive ones.

Capacitive Planning here is one of the three possible ways of assigments in SAP MRS.
Assignment = Assigning resources (individuals) to the demands (PM Order operations or PS NW Activities etc.)
Capacitive Assigment, if I am not wrong, fills in the availabilities of a resource in order to make sure his utilization level is as high as possible.
For example, assume that you have dispatched a job to a resource (an individual capacity) from 08:00- till 10:00 and then another operation to him from 13:00-16:00. So there is a "gap" or available capacity between 10:00-13:00 (assuming that this individual will not go out for lunch etc.) Capacitive tries to find these available times to fulfill the demand assignments.
