Christian, text is a separate object from the master data, technically. This would be stored in the same place as the sales order texts, for instance. The texts work the same way - the language proposed will be your logon language. This seems to make sense to me actually (unlike many other things in SAP 
), why would you want to enter text in a different language and why can't you just login in that language then?
