The following can the primary structure in a Thermal Power plant .

Common Equipments (Pumps etc)
Water Chemical Treatment Plant

Instrumentation
HVAC equipments
These 1st level F/Locns will be having sub F/Locns as per the requirement and then the Equipments under them. You can have Equipments directly under this level too.
For example, if you have 3 TGs, then TG1 TG2 TG3 can be 3 sub F/Locns under the 1st level F/Locn Turbo Generator. Then you can start Equipment list like ( for a TG)
Turbine
Generator
Exciter
Bearings
Couplings
Condensate Pumps
Exciter Cooling Pumps
Condensers
Heat Exchangers
Valves
etc.
Like-wise you have to map the Equipment-hierarchy under each 1st level F/Locn listed above. This is just an illustrative list to give you an idea about the structure.
