Hi Varaprasad,
Rahul is right, you should use the XS instance to create information views.
In your screenshot, you can even see it. In the first system (J14) you cannot create information views. Systems with this kind of names are JAVA instances and you do not have the required priviledges there.
Your second system (JTG) however seems to be an XS instance. You have even successfully created an attribute view in this system, even though it is not activated.
I can tell that JTG is the XS instance because the package name includes you ID.
