please check if the parameter "zcsa/installed_languages" is either correct or not.
Maybe it got corrupted due to some reasons.
The parameter defines the allowed logon languages. Each character represent the SAP internal language E = English, S = Spanish, ...
An example
The parameter is defined as "ES.........................................................ES" where the periods represent ~200 white spaces and the string ends again with ES.
In this case you have to change it to "ES" and restart the server. This should solve the problem with RSCPINST.
