error 8037 Failed to connect or logon to SLD

We have installed Boyum IT B1 Usability Package add-on in our on-demand environment and we cannot run it.

When we try run this add-on we always get error message 8037

We check DI API config b1-local-machine.xml file, and he contains correct license server name ( if license server is incorrect we get error 131, when server name is correct we always get error 8037 ). we always use server name ( not ip adress ), DNS work fine ( we can ping license server by name );

We also try change name server to IP in conf file, and same no results.

We also try clear TEMP folder ( delete SM_OBS_DLL ) same no results.

We also check SAP notes  2029714, 1602778, 1658707, 11142479, 1882326, 865191, 1997052  same no results.

In DI API log files ( in attachments ) we get error:

At the same time, the standard SAP Screen Painter Add-on works fine.

We use SAP Business one 9.1 PL03 (32 bit) in on-demand ( cloud ) enviroment.

Does somebody have any ideas?
