I don't think this is possible. At the very least you would need to do quite a bit of ABAP development in RFW1099M. This program is only designed to work with sapscript forms.
As I mentioned before, I suggest sticking with the standard reporting program RFIDYYWT. This way you can more easily stay up to date with the latest legal and form changes that come out each year.
