We follow the same way.

Here is the Profile picture (OIBS)

(Obviously this profile namely PM_NOTES is assigned to your Notification Type.)

Then

When you double click on the any USER STATUS value above, you will get a screen to define your specifications.

Example: Below is the screen given when clicked on PLAN.

See here ASSIGN ORDER is prohibited.

Similarly you can mark all those User status where Assign Order is prohibited, so that Order creation is stopped.

So, it is understood that when the Notification is in APPR you will not give any such conditions, so that Order creation is possible.
